Loren Witkin

Loren Witkin, CAC, CDPH, LEED AP  

A creative and focused leader, Mr. Witkin has 30+ years of experience in the environmental, health, and safety industry.  In 1987, he returned to his alma mater, UCLA, as one of the first asbestos/lead program managers in the State of California.  He was responsible for developing, implementing, and enforcing policies relating to the identification and remediation of environmental contaminants for 17+ million square feet of property. 

Following his tenure at UCLA, Mr. Witkin served as Senior Project Manager for a nationwide consulting firm where he consulted on EH&S matters and due diligence for a diverse public and private client base. 

Relying on his experience in both the public and private sectors, Mr. Witkin founded Citadel.  His goal was to form an employee and client-centric consulting firm that would incorporate an understanding of the built environment along with an understanding of the hazardous materials commonly found in that environment.

As CEO of Citadel, Mr. Witkin is actively involved in all phases of corporate development, administration, and client management. He spearheaded the formation of the firm’s ESOP in 2003 as part of his vision to bring all of its employees into the fold of ownership, further strengthening the employee/client focus.  He is known for his ability to manage complex project teams encompassing multiple disciplines, and building the consensus that keeps projects moving forward, on budget, and regulatory compliant.

During his career, Mr. Witkin has taken an active role in the advancement of community awareness of lead poisoning, as a founding member of both the California Medical Association Ad Hoc Committee on Lead and the California Chapter of the National Lead Abatement Council.  In addition, he has served as a panel member, speaker, and presenter on various EH&S matters to universities, public agencies, cities, school districts, and industry conferences.  Mr. Witkin holds numerous state, federal, and industry accreditations and certifications. Mr. Witkin sits on the City of Hope’s LA Real Estate Council, the Downtown Breakfast Club, AJU’s Real Estate Executive Council, and the Central City Association.

Scott Brehmer

Scott Brehmer, MPH, CIH, CSP
Principal, Industrial Hygiene & Safety

Mr. Brehmer has over 18 years of experience in Environmental, Health, and Safety consulting including several years in senior leadership roles.  In 2017, Mr. Brehmer joined Citadel as Director, Industrial Hygiene and Safety, and is responsible for establishing and executing the department’s vision and strategy.  Mr. Brehmer is an experienced industry leader, focused on finding effective solutions, quality, client service, maintaining great relationships with all stakeholders, and developing his staff.  Throughout his career, Fortune 100, Fortune 500, and high-profile clients, some in high risk industries, have come to rely on Mr. Brehmer as their trusted consultant because of his expertise in environmental health and safety.  Scott is accomplished in industrial hygiene subject matter such as hazard recognition, exposure monitoring, and control strategies and is a recognized leader in safety consulting including workplace violence prevention, hazardous energy control, confined space entry, and program development and implementation.  Mr. Brehmer supports all industries, but has passion and deep experience in supporting healthcare, biotech, pharma, medical device, manufacturing, higher education, and technology.  He appreciates clients that strive continually to protect employee health and safety, and believes that a management systems approach can help companies achieve world class safety performance, reduce risk, save money, and enhance their market reputation.

Nalinna Rasu

Co-Principal, Engineering & Environmental Science

Ms. Rasu has 12 years of experience with high-profile clientele including providing all aspects of project management involving conducting environmentally-regulated materials (asbestos-containing materials, lead-based paint, PCBs, universal wastes, Ozone Depleting Substances (ODS), etc.) surveys as well as conducting indoor air quality investigations; microbial investigations; on-site environmental compliance assistance; renovation/ construction-related issues in conjunction with renovation/demolition projects; hazardous materials and hazardous wastes  inventorying; development of hazardous materials business and contingency plans; storm water / NPDES monitoring and permitting; spill prevention control and countermeasure assistance; and air emissions reporting and permitting.

Mark Drollinger

Mark Drollinger, M.Eng, CSP, CHMM, EiT
Co-Principal, Engineering & Environmental Sciences

With twenty-five (25) years of experience managing environmental, health, and safety projects, Mark Drollinger has a strong working knowledge of EPA, AQMD, OSHA and DOT regulations. As Director of Environmental Geology and Engineering, Mark's primary responsibility includes the development of Citadel’s Bay Area office. His responsibilities also include developing and implementing health and safety protocols; safety training of management, staff and subcontractor personnel; establishing and managing budgets and personnel; negotiating with local, regional, state, and federal agencies; and coordinating tasks with multi-discipline project teams.

Kier DeLeo

Principal, Building Sciences  

Kier DeLeo has over fourteen (14) years of experience in the environmental consulting and contracting field. As the Director, Building Sciences, Mr. DeLeo is tasked with supporting our industry-leading Building Sciences Group by assisting in developing and implementing our long-term BSci goals, meeting department budgets, and recruiting staffing; identifying new BSci markets and driving revenue; and ensuring the consistent delivery of the Citadel brand. Kier will lead all building science related aspects of the project.

Anthony Price

Principal, Business Development

Anthony has over 15 years of technical and sales experience in the Environmental, Health, Safety and Sustainability industry. 

Anthony rose through the ranks to hold positions as Project Manager, Senior Project Manager, and eventually Operations Manager before discovering his true passion for business development.  Anthony understands that the key to building solid relationships starts by establishing trust through honesty and integrity.  Through his technical experiences, Anthony learned how to effectively translate technical analyses to the non-technical audience, a skill that allows for clear and transparent communications with clients and colleagues. Anthony thrives on building and managing relationships and has spent the better part of the last decade learning the art of consultative selling, compiling many insights worth sharing. Anthony has a proven track record in developing business.

Lynn Eckes

Lynn Eckes

Lynn Eckes has over thirty (30) years of accounting and finance experience in various industries.  She received her Associate of Arts degree in Business Administration from Cypress College.   As the Director of Accounting and Administration, Lynn manages corporate planning, budgeting and oversees our Accounting department’s activities. (Accounts Receivable, Accounts Payable, Payroll, Human Resources and Employee Benefits Plan).

Natasha Stratton

Natasha Stratton, MS
Associate Principal, Industrial Hygiene & Training

Ms. Stratton has over 15 years of experience in the Environmental Health and Safety, including 10 years as a consultant with Citadel.  As Assistant Director, she is responsible for implementing the strategic vision established by the Director, driving efforts to perpetuate the Citadel core values, and managing day-to-day operations with the Industrial Hygiene and Safety team.  She is a dedicated leader, continually working to cultivate an environment which motivates and empowers her team to meet and exceed expectations.  She leverages her skill and expertise as Principal Industrial Hygienist on projects in key practice areas including moisture investigation and mitigation, indoor air quality, occupational safety compliance assessments, office and industrial ergonomics, occupational safety program development and implementation, and development and implementation of industrial hygiene sampling strategies.

Michael Roy

Associate Principal, Building Sciences 

Michael Roy has over twenty-seven (27) years of extensive environmental industry related experience.  As a Senior Associate for Building Sciences, Michael is responsible for client management, contract negotiation, program development, and implementation, architectural review, field technical services, and business development.  He also leads a team consisting of Project Managers, Field Representatives and Project Assistants. Michael is a recent graduate of the Global Sustainability Certification Program at the University of California, Los Angeles.

Jeffrey Klein

Jeffrey Klein, CAC, CDPH
Associate Principal - Refinery & Industrial Programs

Since 2003, Jeff has been responsible for managing the daily operations for the onsite Citadel Industrial Programs Team at ExxonMobil’s Torrance Refinery.  His responsibilities include client advocacy and technical and personnel oversight of this team, including interfacing with local regulatory agencies, managing site audits and investigations, expert witness testimony, surveys for hazardous materials, abatement project design and oversight and air monitoring management. He has overseen all facets of asbestos, lead, Industrial Hygiene, SCAQMD Rule 1166  and moisture intrusion projects. In addition, he has assisted in SCAQMD audit compliance, Procedure 5 responses, waste management, and refinery turnaround supervision. He is also a member of Citadel’s Emergency Response Team

Michelle Torres

Michelle Torres
Manager, Business Development/Marketing - Corporate Branding

Michelle Torres has been with Citadel for fifteen (15) years.  She started out as an adminisrative assistant and transitioned into managing the entire administrative department.  She is responsible for managing all of Citadel's administrative needs, IT support, marketing, corporate branding, and coordinating company events.
