On the whole, the Kytan is better as a unit, but still worse than it was in 8th edition because its a Lord of War and in 9th edition those are terrible if they cant be your Supreme Commander. Even with that though, I still think pistol/buckler is going to be an auto include, because now a Venatari equipped with a buckler has a 2+ armor save. They also, while alive, provide a 5+ invulnerable save.
